Project Update

CITIC Construction Wins Prestigious Luban Award
The first phase of the Angola Kilamba Kiaxi (KK) New City project, undertaken by CITIC Construction, was awarded the Luban Award for Overseas Engineering at the 2012-2013 China Construction Engineering Luban Award (National Quality Project) Commendation Conference. The Luban Award is the highest honor for engineering quality in China’s construction industry, recognizing first-class projects that demonstrate exceptional standards.

Project Scope and Significance
With a total contract value of US$3.535 billion, the Kilamba Kiaxi Phase I project is the largest single-construction project undertaken by a Chinese company overseas under the EPC (Engineering, Procurement, and Construction) model. Spanning 8.8 square kilometers, the project includes:

710 apartment buildings

24 kindergartens

9 primary schools

8 middle schools

2 substations

13 opening and closing stations

77 substations

Comprehensive infrastructure, including roads, drainage systems, power and telecommunications networks, traffic signal systems, and greening projects.

Completed in just four years, the project was hailed by Angolan President Josรฉ Eduardo dos Santos as “the most brilliant pearl in Angola’s rebuilding crown.”

Project Milestones

November 2007:ย The EPC contract for the Kilamba Kiaxi Phase I Social Housing Project was signed. With a total building area of 3.31 million square meters, it became the largest overseas housing project undertaken by a Chinese company under the EPC model.

October 2012:ย The project was successfully completed, earning widespread acclaim for its quality and scale. President Dos Santos praised it as a model for social housing projects across Africa.

Expansion of the RED Social Housing Project
In September 2010, CITIC Construction signed a framework agreement with Sonangol for the RED Social Housing Project. Under this agreement, CITIC Construction is responsible for the design, procurement, construction, and infrastructure development of housing across 20 plots in 14 provinces and cities in Angola. Sub-projects, including 34,000 apartments in Luanda, Benguela, Namibe, Lubango, and Zango, are nearing completion.

The Kilamba Kiaxi Phase I project and the broader RED Social Housing Project exemplify CITIC Constructionโ€™s commitment to delivering high-quality, large-scale infrastructure projects that transform communities and support national development. The recognition with the Luban Award underscores the projectโ€™s excellence and its role as a benchmark for future social housing initiatives in Africa.
